With the Librarians and Guardians all back out doing their thing, Jenkins finally has a moment of peace and quiet in his Annex, to grieve and to acknowledge the impact of his choices. It takes Martin a few minutes to realise what he's feeling, what Jefferson is doing, and who apparently Jefferson is doing it with. Once he does, however, it leads to a long, sleepless night trying (rather too successfully) to distract himself from it, and then a rather grumpy morning after for himself and anyone unfortunate enough to be in his vicinity.
