You know Natasha's line, about Loki? "He's killed eighty people in two days." It's a great set-up for the 'adopted' joke, but ... What eighty people is she talking about? The only two places Loki's been that they know about since he's arrived are the SHIELD base and Stuttgart, and as far as I can tell, he only killed around six people in those places. Five or so in the initial fight on landing, and that man he murdered in Stuttgart for his eyeball. Now, via Clint and his team's raid on the iridium vault, there's more, but nowhere near eighty (at this point).
The only thing I think she could be talking about is the collapse of the SHIELD base but ... That was mostly as a result of the Tesseract. Which Loki was using, yes, but he had no way of knowing the other end was in an underground base that Nick Fury fully expected to collapse with the power surge (hence the evactuation). And which, to be fair, Nick was trying to collapse on Loki (well, stall Loki until it could). So. Not really Loki's fault, that one.
I'm not saying Loki's not an invading enemy, at this point. And he's taken Clint and Selvig, and the other agents, via mindrape, which is not endearing him to anyone. But ... That's kind of the point. He's an enemy, and he's been behaving like one. He's not picky about collateral damage, but he's actually only been killing enemy forces, save for the man in Stuttgart, who was still not a random murder, and the kind of target Natasha, of all people, should probably understand. The Helicarrier, too, is an enemy base (which he and, what, five people knocked over, but I've written about my opinions on HC security before). Up until the invasion of Manhattan itself, Loki has been limiting himself almost entirely to actual enemy combatants.
